She passed away on September 17, 2017 in Tulare, Ca at the age of 75. Charlotte was a long time resident of Tulare until she moved to Bakersfield, CA in 2011. Sadly, she lost her beloved husband Donisio Soto of 45 years on August 12, 2014 to cancer. She visited his final resting place on the 12th of every month to take him flowers and read the Bible to him. She enjoyed napping, gardening, attending church and loved to spend time with all of her kids and grandchildren and cooking for them. Charlotte loved traveling with her beloved husband to the beach and visiting family in New Mexico. Survivors include; 4 daughters, Deborah Steagall and Amalia "Miare" Rispoli of Bakersfield, Rebecca Torres of Tulare and Christina Soto of Fresno and 2 sons, Steve Meza & Frank Mendez of Tulare. 1 sister, Rosie Vaughn, 4 brothers, Gilbert Fernandez, Pascual Fernandez, Joe Fernandez and David Fernandez. 14 grandchildren, 1 great-grandson and 1 unborn great-granddaughter. Visitation will be from 4-8 pm on Sunday, with an evening service beginning at 6pm September 24, 2017 at Peer Lorentzen Funeral Chapel, Funeral services will be at 10am, Monday September 25, 2017 at Tulare United Methodist Church with burial at Tulare District Cemetery.
